I think the club needs to let the fans know where they are needing not just hard cash but new equipment, office supplies, etc., then try and get fans, individuals, groups, businesses to supply the stuff or supply the manpower.
Then publicise all the projects along with the sponsors in the match programme, posters around the ground.
For example:
Goal nets - Rock the Rovers team.
Investments £5K - Rovers Supporters Trust.
Donations £5k - Jim McMillan Club.
Then list the areas where there is a requirement:
Paint & manpower to paint the southstand concourse.
Photocopier for the Office.
Garden area at the front of the main stand.
Railway Stand - needs builders, electricians, joiners, labourers,
Stand seating needs cleaning squad.
etc etc |

Religeous intervention also required (we need a miracle)
The railways stand is like Concord, it'll never fly again. It's not plumbers, steel workers and electricians it needs, what it needs is about £100k of materials for a start. Then there's the money to hire equipment to do the work (at height) and if it was something that could if toppled land on the railway then you have to have the £100k/day to pay network rail insist on to close the line between Kinghorn and Kirkcaldy.
Admittedly everything else is small potatoes and we could do inhouse but it's the bigger things I think we need like;
A striker
A midfielder

I should have made it a bit clearer the bottom four projects were examples and the sponsors and /or skills the club would need to carry them out.
As we have pointed out before find raising for the RRFC is a regular activity and its forever, not just in a crisis.
I'm sure regular investment and fund raising could in time prevent the next crisis arising |
